I think you can develop your speaking skills without actually speaking to other people. Before you can speak you have to learn by listening, then use what you have learned in speaking. You can practise this by speaking out loud to yourself, or even your dog or cat, if you have one. It doesn’t have to be another person. It is only when you need feedback and correction that you should speak with someone else. Start by speaking on your own, and when you feel more confident, arrange to speak with a tutor who can help you improve further. Speaking to another learner will probably be of little benefit as, unless she is already at an advanced level, she will not know when you need advice or correction. When you are ready you can look for a tutor who can give you the support you need to feel comfortable when speaking. Take trial lessons with a few different tutors before you make a choice. You may feel better to know that many language learners find speaking very difficult, myself included.

The only way that you are going to get better at conversational english is to start "Talking" ! Sadly you going to have to step a little bit outside of your comfort zone with the help of a cool, fun, relaxed and friendly tutor or language partner. I hope this helps! NB: Check out my profile, maybe I can be of help 😃👌
