The meaning is determined by the context. A few years ago I was walking around Brooklyn and my phone died. (In the past. Says nothing about the current state of your phone.) “Dang, my phone died.” (I’m holding my phone. It’s dead.)

Both mean that the phone battery doesn't have anymore charge. Both sentences can be used interchangeably, but typically "My phone died." is used when the phone runs out of battery. "My phone is dead." is more commonly used when the phone hasn't had battery charge for a long time.
