yes. same meaning. (-てある)＝(-ている)。　・・・ている use daily life also. but,it is dificcult to use 　[は] or　[が] [～は、書かれていません]is used more in daily life. this is simple sentence. [～が、書かれていません]means [there is not 詳しい説明.but　there is some easy imformation] we use [は]daily comversation. (^.^)

Let me just leave some comment as you already closed the question... I agree with Ryoko-san for your question, but there are two things that you may want to note. 1. Basically, ている　and　てある can be used for the same situation, but. ている is more neutral description of what it is like. てある suggests that someone did it on purpose. 2. Intransitive+ている and　Transitive＋てある are the more common combination. For example, 電気が　ついている。(Intransitive つく＋ている)　 電気が　つけてある。(Transitive つける＋てある) Only when intransitive verb is not available, we use passive+ている. 電気が　つけられている is correct but sounds redundant.
