I think you mean "it made my blood run cold" ("run," not "turn.") It means the same thing as "sent a shiver down my spine" and "it gave me gooseflesh" or "it was blood-curdling." It means a sensation of fear or horror or dread so intense that it evokes a physical response, resembling the response to a sudden chill. For example, the (comic) poem, "The Cremation of Sam McGee," by Robert Service, begins: There are strange things done in the midnight sun By the men who moil for gold; The Arctic trails have their secret tales That would make your blood run cold; The meaning is that the things done would horrify you if you knew about them.
