I would translate бывать - happens to be (sometimes). It is better to change the examples: Он всегда дома (He is always at home) / Он бывает дома (He happens to be at home) Он очень умный (He is very smart) / он бывает очень умным (He happens to be very smart) Он будeт там (he will be there) / Он будет там бывать (he will be there time to time)

Быть - значит всегда (allways or already). Бывать - значит иногда, время от времени, регулярно (sometimes). The first one it means that person will be there generally. For exaple you'll move to London, you'll be there. The second variant is good for case if you get a new job and will have business trips to London. So you will be in London sometimes, but often and regulary
