Korean Pronunciation Rules (이응)
I'm not sure about pronouncing 이응 in the following case:

When two 이응 occur after each other within a word

For example:    방울 , 공원. 병원, 생일, 영어, 종이

방울 Should I pronounce it [반눌] or it's pronounced as it's written [방울]

Another way to approach it is just to follow the two simple rules - there is no exception.
1. when in the start position, it has no sound ([아] = [ㅏ]).
2. when in the end position (받침), it has the [ŋ] ([ng]) sound (영 -> [jəŋ], similar to English  "young").

So when two ㅇ's come in succession, only the first one (받침) is pronounced according to the above rules (영어 -> "young uh", or [jəŋə]).

For example, "young at heart" sounds fairly close to 영 앳 하트, to give you an idea.

I guess you are confused because same shape for two different sounds.

Originally, there was two 이응, ㅇ and ㆁ(옛이응).
ㅇ has no sound. it is just a place holder. ㆁ has the sound of [ng].
There were many confusions between ㆁ and ㅇ due to the similar shape.
ㆁ was completely replaced by ㅇ at 1933.

In nowadays, ㅇ at the first consonant like 아이 and 우리, it has no sound.
ㅇ at the final consonant like 강 and 동, it has [ng] sound.

동 is pronounced as [도ㆁ](dong)
영어 is pronounced as [여 ㆁㅓ](yeo ngeo)
방울 is pronounced as [바 ㆁㅜㄹ](ba ngul)
강아지 is pronounced as [가 ㆁㅏ 지](ga nga ji)

technically in Korean You know there are three places to write a letter we call it 초성 중성 종성 so if ㅇcomes in 초성 we don't pronounce it we are just writing ㅇbecause we don't want to leave it in blank 

But in case of 종성 we pronounce ㅇ with vowels

For example as MyunJee showed you

공원 go'ng' won

병원 byeo'ng' won

we add 'ng' with the vowel

but in 초성 as you can see it in

영어 yeong uh we don't pronounce ㅇ

It is pronounced as it is written "방울"  bang wool.

"공원" gong won

"병원" byeong won

"생일" seng ill

"영어" yeong uh

"종이" jong e

I have no problem with  ㅇ at the beginning ad at the end of a word. I think the problem is when two  ㅇ come together. But I'm going to practice on it.
