It means to want something. It could either have a negative connotation (you were being too obvious or crude about your desires) or, more often, it could just be suggesting that you want the thing a lot, like a sort of playful exaggeration. 

"The dog drooled over the food."

"I was drooling over those shoes."

"Don't drool over them like that, it's rude."

You mean that: (be) crazy about sb or sth, may be it's positive or negative, Right?

Can you fix this sentence for me?

I sat by the swimming pool and drooling over all the gorgeous man. or

I sat by the swimming pool and drooling all over  the gorgeous man.

Which sentence is correct?

Sorry for my english hopefully you understand what i'm saying.
