'I am whipped' means he is completely submissive to his/her other half(girlfriend/boyfriend). He does everything he/she tells him/her. Usually this expression would be used by a friend who is annoyed that the two of you no longer spend a lot of time together. Ex: Paul is completely whipped. He decided to go shopping with his girlfriend instead of coming to the football match with us.

I'm whipped = I'm beaten - it can be physically beaten or mentally beaten, or just indicates 'I give in'

In this sentence subject is explaining that he had blamed and punished but can't help and he know this.

Actually whip is used this word to made as per situation, In my opinion in this sentence, subject is stating that he had blamed for all instead of his innocence and he can not help out of situation and so he know that
