What does 训政 mean? I think it is sometimes used as a meaning of regency(垂帘听政), but I saw it is also used with 中华民国.

训政 can only be used to depict the regime during the Chiang Kai-shek's presidency. It is different from regency because there is no politic puppet to serve as the national leader nominally in 训政. The leader of military, which was Chiang Kai-shek, controlled everything in the nation. And the orders from the leader has the highest priority in the daily operation of government. However, it is also not the feudalism, since the constitution depicted the public election for the next president which actually derives from the competition between different groups in Kuomingtang(国民党). Although there were several severe conflicts between them,Chiang Kai-shek is still the only one who hold the throne during that time pratically.
