A napkin is to wipe your mouth and hands whil eating, a tissue is to wipe your nose or eyes. Now both are usually disposable paper products, in the past they were both made of cloth.

A napkin can be either cloth, or paper. It is also usually a bit heavier, or thicker than a tissue.
