Which one is correct,"when and where were you born" or "where and when were you born"?

I stll remember that once our English teacher mentioned about this question, but now I forgot the difference and don't know which one of the sentences is correct. Anyhow I try to make 4 questions for the question below.
1. When and where were you born?
2. Where and when were you born?
3. I was born in 1999 in China.
4. I was born in China in 1999.
Could you tell me which two sentences are correct?
I would say both questions and both answers are fine. Question 1 and 2 both ask for two pieces of information and both answers 3 and 4 give the information to the person asking the question.

I realise that the question has been resolved, but 2 & 4 are a 'pair' and '1 & 3' are a pair or Q & A. 2 & 4 would be more natural for an English person to say, though, unless you were emphasizing WHEN you were born.
