A. Last February. No. This means 'February of last year' - in other words, Feb 2016. B. This February. Yes. C. Perhaps 'February of this year'.

To improve the grammar of your sentence, "Now it's in March in 2017", you should say, "Now that it's March 2017". There are many other ways to say this too
