I'd say that Robert's interpretation is correct. I'm not sure why you are learning such slang. I mean, it's your choice, of course. You will mainly hear people speak that way in movies, in rap, and on the streets(I mean, people who are buying and selling drugs on the streets.). If a person lives in a predominantly African American community, then, yes, some people do often speak that way. I would advice against using it yourself.
