I can think of two meanings for flakey The first one means "made of small pieces" The second one is used to describe a person. If a person is "flakey" then it means that they make promises or commitments that they do not usually keep. A person that is not reliable is "flakey" For example, if your friend tells you that she will meet you at a party together, but does not come, she is "flakey"
