A peddler sells things in the street. It’s a somewhat antiquated word. It means someone who sells used clothes, for instance, or pots and pans, or even freshly caught fish, usually off a cart. You don’t see peddlers anymore in most cities or even rural towns in the US. It has nothing to do with whether the goods are illegal or stolen, and in fact this isn’t an implication at all. (One slang word for someone who sells stolen goods is a “fence.”) It’s merely someone who lives day to day by selling things he or she has found or made.
