How to express "the local time" in English?

For example, on the afternoon of  October 7th (in Sweden), sb. did sth. 

what I want to expressis is that the Swedish local time is  October 7th when sb. did sth..

what is the formal expression of the first sentence? In English, of course.

When we describe local time of somewhere, usually people do not say the country, should be the city instead. 

London time, Moscow time, EST, CST, PST, ...

Greenwich Mean Time GMT, Universal Time Coordinated UTC

British English: On the 7th of October in Sweden sb. did sth.

American English: On October 7th sb. did sth.

You would use the standard local time zone.


On the afternoon of December 7th Stockholm time at the Swedish Karolinska Institute, Prof. Tu delivered a lecture.   


Should be...

At the Swedish Karolinska Institute, in the afternoon, on December 7th CEST, Professor Tu delivered a lecture.


You would identify the location then time frame, the local timezone abbreviation is used.
