In the US, we use the term "John" to describe men who solicit sex from prostitutes. We do not have a standard term to otherwise describe Johns who Kerb crawl (and this is the first time I have heard of the term Kerb crawl!).

kerb crawler - someone who drives slowly along the curb seeking sex from prostitutes or other women
