Joey : ...I d'know.
Mr. Tribbiani: Then y'haven't. You're burning yourtomatoes.
Joey : You're one to talk.

Best explained by an example.
Let's say you spend a lot of money on silly things. And you see that your friend has wasted his/her money on something silly. You say to your friend "What a waste of money!" And you friend replies " You are one to talk"
The expression does not apply only to money. It basically means that the person who is complaining does exactly what he/she is complaining about.

It means that this person most likely does what they are complaining about or arguing against.
