What’t the meaning of “I feel free to do sth”? Someone say the meaning is “I am happy to do sth”; Someone say the meaning is “I think it’s good to do sth”. What’s the exact meaning of this sentence?

If a leader say to you he feel free to do ..., which is not same as the original plan. Do you think it is a order or just a suggestion?

"I feel free to do sth" is not correct. It has no meaning as written. Perhaps there was a printing error. If you're questioning 'I feel free to do THIS " (whatever THIS is), it means I can do THIS if I want to. There's no rule against it, or even if there is, I don't care. I might feel free to play my music at top volume. That doesn't mean it's good for me to do, but I might enjoy it!

"I feel free to do something" means that nothing is stopping you from doing this thing. You are able to do it. You feel that you won't get in trouble or face any negative consequences for doing it. To me, it's not the same as "I feel happy to do something" or "I think it's good to do something." Feeling free (or able) to do something doesn't necessarily mean that doing it makes you happy or that you think it's good.

It means that you have a necessary, want or belonging to do something! Sometimes also you may not be in the mood to do something so you can say, I do not feel like doing that!
