Hi Gehan, Can you give some more context? They can mean the same thing or different things, depending on how they are used. For example: "The US Dollar is sometimes called an international/a universal currency" - it's accepted everywhere. "English is the international/universal language" - the first is more correct, but the second one isn't wrong. However: "The Foreign Ministry handles international relations" - you can't use universal here. "Britain's time zone is Greenwich Mean Time, or the Universal Time Coordinate." "Nelson Mandela was universally admired." - here, you want to stress that everyone, everywhere, admired Mandela. So, it depends on what you're trying to say.
