"anata wa eigo ga jozu desu." is sytactically and semantically right. however, practically so dangerous. I recommend you do not say Anata. That's a textbook Japanese word or novel/managa/movie word which native speakers would never say in daily conversaiton., because ANATA often sounds like finger pointing. Even Japanese tutors say OK to the phrase "anata wa eigo ga jozu desu.". But that's only in the classroom. I bet they never ever say "anata wa *** ga jozu desu." in their daily conversation, because that often offends people. I would personally say. "Cindy san wa nihongo ga jozu desu ne" or "nihongo, totemo jozu desu ne" (not using a word for 'you')
