It depends on the context of the number.
If it's part of a phone number.. it might be better to read each number separately (and reading 0 as "oh") - "One oh eight four" and "One one eight four"
If it's in a sequence of other numbers, like a combination/password, you might want to chunk it, such as "Ten eighty four" and "Eleven eighty four"
Otherwise, you can say 1084 as "One thousand (and) eighty four" and 1184 as "One thousand one hundred (and) eighty four"
