I'd like to know the specific or the potential meaning of each actions by a girl :

1.She had pony tail hair, when she saw me, she just untied her hair, what did she mean by that ?

2.She had nothing on her hair, when she saw me, she just tied her hair as pony tail, what did she mean by that ?

I''ve seen that kind of action not a few time when i was only with a girl, just two of us

My friend, girls have different ways to show there likes & dislikes, this girl you talking about seems the same, she want to send you some signals its on you how to interpret them,usually girls are shy and like when boy take the first step, so may be you make your move and talk to her, i think you like her and she want to know how do you like her hairs, you go and say to her which way you like her hairs more, be a man buddy, make a move, have a good day

HAHA. Well, I'm a girl so this answer is easy. 
When I have my hair tied up, and I see a boy I think is cute or a boy that I like I take my hair down because I look better with my hair tied down. So she most likely thought you were cute and wanted to get your attention. ALot of girls do this~
Also when my hair's down and I tie it up, either It's too hot or my hairs messy and I don't want the guy to see me like that. So either she was too hot or she didn't want you to see her with bad hair. 

There's also the option that, they didn't like their hair and deicided to mess with it. 
However I'm pretty sure the girl who took her hair down likes you~ 고 오빠 고!! ᄏᄏ

I think that means nothing ,beacuse girls usually tied their hair or untied theirhair ,it's normal.So maybe you care too much about these things,or maybe you are interested in her,right?
