Most people would use them interchangeably: no difference. Very specifically, talk with is always a conversation. "Talk to" could mean the teacher is talking to the class (not a conversation) or a speaker is talking to the crowd.

Personally, I try always to use “talk with” if the person with whom I am speaking is speaking back to me. To me, “talk to” implies that you are talking TO someone who is not responding. Colloquially, I do not think most English speakers make that differentiation, but for me, if I am having a conversation WITH someone I always use “talk with.”

I would say most of the time there is no real difference. Talk to is more commonly used, though.
