It means to use the most powerful/capable weapons, tools and/or people available. "The contract talks were important. You could see that was true when the company brought out their big guns - the two top negotiators in the company."

What fdmaxey wrote is correct... The saying in all likelihood originated from the vocabulary of war... The big guns---artillery, cannons, and so on---are brought out when an army "means business."
