It depends entirely on the context - in other words, what point was he trying to emphasize. If he was trying to emphasize that the glass was sturdy, then 'shake' would be best. To emphasize that the glass is beautiful, rare or desirable - 'flourish'. Just to emphasize that he has a glass - 'wave'.
