what does "scrounge for"mean? He peels some bills off our stack and tucks them under the check. Usually we’d be scrounging for quarters to pay for French fries.

Scrounging for quarters suggests he's searching in the sofa cushions or under furniture, on the floor of the car, etc. It suggests he usually doesn't have much money.

'Scrounge for' is desperately trying to get. So here it means they don't normally have much money, that they are normally so broke that they can hardly afford to buy French fries.
