Between "Seeing is believing" and "To see is to believe." What is difference between "Seeing is believing" and "To see is to believe."? Please..

Terry: Some people believe that there is a slight difference. "Seeing is believing" may refer to an actual experience at the time: Tom: Look! Is that Joe kissing Mona? Alice: I can't believe it. Tom: Well, seeing is believing, isn't it! (We are seeing it, aren't we?) "To see is to believe" may refer to the idea in general.
