Can I replace 'pious hope' with 'futile hope' in this sentence? His speech contained no practical solutions, just the pious hope that the war would end soon.

You can make that substitution, but the meaning will change. Futile means ineffective (not hopeless). Pious means devote. It also can mean worthy.

"pious" has the connotation of religious or devoted. "futile" means hopeless.
