What does it mean: "Under most circumstances"? Does it mean "In most cases" or am I wrong?

That's what it means but "under most circumstances, X will be true" suggests that it is possible to specify the circumstances under which X will not true. If you don't want to commit to making that suggestion, then phrases such as "in most cases", "most of the time" and "usually" are more appropriate.
