In modern English, "queer freaks" would be a derogatory term for homosexuals. However, in archaic English it would mean perhaps strange people or different people.

I would need to know more in order to understand the context. But "queer" generally means "strange" and "freaks" means "people/things with unusual physical abnormalities or behaviour". However, "queer" can also mean "homosexual". So it really depends on the context.
