Only ignorant people would say baggages or luggages, as those are incorrect plurals. Fruits is sometimes used to mean multiple different types of fruit. Bananas are fruit, but bananas and grapes are fruits. Vegetables is simple. Carrots are vegetables. A carrot is a vegetable. But in terms of nutrition, sliced carrots is a vegetable.

There is nothing called luggages. Only luggage is the correct form. It can mean 1 luggage or many luggage.

Some nouns never take the s of the plural form and are always singular: Baggage and luggage are examples of this kind of noun.
