Where did you see this? Are you sure you don't mean 'chop chop'? 'Chop chop' is an expression that means hurry up.
'Don't 'chop chop' me!' would mean 'don't tell me to hurry up.'
'Chap chap' doesn't mean anything to my knowledge.

I have never heard this before. A chap is a young man usually, and is mostly used in England not here in the States.
I think you may mean ' chop chop ', which means hurry up, or do it quickly
