I agree with the commenters above that you probably need to provide context. In normal usage, something that is "tight" is too small or too narrow (so that something else does not fit easily or comfortably inside it). If your shoes are too tight, it will be painful to wear them. As a slang expression, "that's tight" means "that's cool," "that's awesome," "that's great," etc.

I think that this specific example sounds typical of the US in the 1990s. I'm not sure how common that this phrase is anymore, but it definitely isn't new slang. It essentially means "I like that" or "that is good."
