Everyone is right about stepfather. Foster father is a bit more difficult. In some countries, a child stays with foster parents, with a family, before adoption. These are meant to be temporary arrangements, but of course, sometimes the child can stay for many years. It is not the same as adoption, although sometimes foster parents can adopt the child.

Adoptive father and foster father are not the same thing. Fostering a child is a temporary situation. A foster father is someone who decided to take you in( let you live with the mom for a certain amount of time). Adoption is permanent. Adoptive father is someone who legally becomes your caregiver. Stepfather is your mom’s husband who isn’t your dad.

Step father means your mom's husband and Foster father means the father one gets when he is adopted by a family.

You have a stepfather when a man marries your mother - he becomes your "stepfather". You have a foster father when a man decides to adopt you and take care of you - he becomes your foster father. In this case, you were living in a foster home and you don't even have a mother.
