I don't think I understand very well. I like "Cheers to low maintenance friends;" however, the rest has a slightly sexual intonation that I'm not sure you were going for ("get busy" is a pretty commonly used euphemism). Also, "gets" should be "get" due to the plural object.
Here's a suggestion:
Cheers to low maintenance friends; the ones who understand life and seem to always be busy, but when you see each other there's nothing but love.
