Is the best way on learning English to read book so much?

I am interesting in learning English for long time. But I could not pass pre-intermediate level. And my speaking still is not good. Many people say that is very important to read book for learning English and words. I like to read book or newspaper via my cell phone on subway to  go to work. Do you know a free apllication to read book that is available my level.

Please correct my mistake, and give me an advice about the application to read book.

I really believe that the best method to learn a language is to practice it. However, if you only read, you'll be good in reading and vocabulary, not in other skills. So, for me, we have to combine different ways to learn. You can read a book, but listen a radio in English, write everything in your schedule in English, try to talk to people in English too, if it's possible. It's easier if you live in a country where people speak English, but it's not impossible if you are in your own country. In this case, you have to be more diligent because you have to chase your goals. What I usually do is to study English in every free time that I have, for instance, when I go to work in the train. It helps me a lot because I don't waste my time with frivolities and I feel productive, what's good for my self esteem. Good luck!

I wouldn't go for books with easy language, if I were in your shoes.
For starting I advice you to read short texts instead of long books. 

I try to improve my vocabulary by reading the daily free summary of blinkist.
Blinkist is a company, which summarizes non-fictional books in short paragraphs. You can read one summary in only 15min.

I do this daily and it's kind of a habit for me now on my morning subway rides to work. They also have an app, which allows you to listen to the content, too. So I do not only read the content, but also listen to the podcast.

For improving my vocabulary I use a flashcards app and write down all the words I don't know, even if I could guess their meaning. Then I look them up in the dictionary on my iPhone and try to learn them in the context of the sentence the words are used in the Blinkist summary.

This site has everything, and its free.

The author has won British Council ELT awards recognizing the quality of the materials here.

Basically, he writes short articles on topics in the media, and then changes the vocabulary and structures to make them easier (A1) to more challenging (C1+).  You can read each article at "easy" level, "intermediate" level, and above -- and notice how and where the language gets more precise and nuanced.  He has audio files and quizzes that go along with each article.

Hab, if you have meetings where you work, you could try to write them like un report for your boss. Or even try to report what you do, what your weakness and strenghts every work day/week/wherever fits better for you. For it, try to use more latin words because it's more formal. If you know a lot of phrasal verbs or idioms, avoid them. Look for new words in the dictionary in order to not repeat a word anyway. I have to do it in relation to each project that I submit, it's good.
