Monstrous creatures and horrendous sounds rushed out in a cloud of smoke and swirled around her, screeching and cackling. Filled with terror, Pandora clawed desperately at the air to direct them back into their prison. But the creatures surged out in a gruesome cloud. She felt a wave of foreboding as they billowed away. Zeus had used the box as a vessel for all the forces of evil and suffering he’d created – and once released, they were uncontainable.

This sounds like some kind of fantasy description and it would help if you gave us the source (title) and more context (a sentence or two preceding).

To "billow" means "to puff out" or "to swell like a big wave on the ocean." The sails of a boat billow when the wind catches them. Smoke billows from a fire, which is probably the idea here. It means about the same thing as "surged." It means that there was a great, sudden swelling, or bulge--the cloud suddenly got big, expanded outward.

Yes, my explanation is correct. The monstrous things in the box puffed or billowed or expanded out suddenly. They made a large, growing cloud.

It reminds me of the time I took the cover off a garbage can. I was aware of something coming toward me, some huge billowing dark cloud, and I suddenly realized there had been thousands of moths in the garbage can and they were all flying out at the same time.
