"at the end of the sentence" Whether 'that is' comes at the end of the sentence, is that your question?

themax, that is.......a short form of ......that is to say definition......in other words; I mean; that means --------------------------------------------------------- "That is" can come before or after an explanation or correction, at the beginning, in the middle, or at the end of a sentence. -We visited the Dead, sea, that is. Jean is a Parisien, that is, he lives in Paris. Everyone loved the new cat, all except the dog, that is. Everyone loved the new cat, that is, except the dog. In France we used a parapluie. That is to say an "umbrella".

The best example, though may be crude some people's eyes... "I love pussies. cats - that is!". "that is" means "that is to say" placed at the end of the sentence is used for emphasis. To show that you love cats and not the slang meaning of pussies.
