I'd like to know the meaning of "if you’re not outraged, you’re not paying attention" Could you explain me what this proverb mean? "If you’re not outraged, you’re not paying attention" Thanks in advance.

Means that there are many terrible things happening in the world. If you learn about them, you will be angry. If you aren't angry, you aren't paying attention to the news.

It means that people who are not campaigning for a better world or environment don't care what is going on around them. For example all over the world , government officials put the interests of other elected officials ahead of the citizens. They are more concerned about securing their jobs than they are about doing their jobs. They expend great amounts of effort to protect the interests of corporate lobbyists and wealthy individuals that finance campaigns, at the exclusion and expense of pretty much everyone else. If the ordinary citizen does not protest about this, then he/she has no one to blame but him/herself.

This is a quote ,that has become a known bumper sticker by an unknown author. It simply means if you are not angry or shocked,then you are overlooking the facts or you are not consciously aware of them. It was used for example as a title of an article written by John Sweeney. It starts as follows: " We're at war. Wages are stagnant. Gasoline prices have doubled since 2001. Pensions are disappearing. Health coverage is slipping out of reach. Parts of New Orleans remain uninhabitable." Then he uses this quote: " Really, if you're not outraged by now, you are not paying attention." So, if you are not upset, angry or shocked by a certain situation or circumstance due to its obvious unpleasantness, then it is a sign of lack of care or attention.

Firstly, there is no such proverb. Secondly, this is just somebody's opinion. And I have no idea what he is referring to. So I can't answer your question.
