Ex.
There are not few people there.
Does "not few" mean "very few" or "very many"?
What's different between "not a few" and "now few"?
"few" means "small number of" and it has a negative connotation.
"a few" approximately means "some" and it has a positive connotation.
Therefore:
"not few" means "many".
"not a few" means "no".
and:
There are not few people here. = There are many people here.
There are not a few people here. = There are no people (is nobody) here.

'not (a) few' would mean "several"
"There are not few people there." is like you're saying that the number of people (present) isn't that bad at all - not too few, not to many.

It`s a weird question.
Few means:很少的,不多的。修饰可数名词。
按照汉语的逻辑来讲: not few 不是很少=很多
所以应该理解为:这里有很多人。
