It means that there are qualities or facts about someone or something that make them more complex, better or worse than you would think having just a minimal knowledge of he, she, them or it. If something "meets the eye", that means that it is seen. It can have a positive or negative flavor. "He doesn't seem too intelligent at first, but there's more to him than meets the eye. He is actually a rocket scientist." "It looks like just an accident, but there is more here than meets the eye. I think the fire was set on purpose."

You can treat "more (to someone or something) than meets the eyes" as a phrase. It can be used to mean the person or situation is more complex, or more interesting, or more meaningful than it would appear at first glance. Which of these is meant depends on tone of voice and context.

more (to somebody/something) than meets the eye 1. more interesting or complicated than someone or something appears at first 2. [there are] hidden values or facts regarding something. Basically, a first impression doesn't tell you everything.

ya its an irregular verb , theres more than meets the eye means: like theres more to something than what you might only see. for example : a person who dresses a certain way you might think you know them but you dont because personality is inside . so theres more to someone than what you see . or also when someones not telling the truth like: Hmm i think theres more to this than meets the eye, i think ashleys not telling the truth. for this you could also use theres something fishy (when something doesn't seem right)
