It can mean the same thing. Unresponsive may mean a person is not responding to cpr or cardio pulmonary resuscitation. This person may still be alive but it may require the use of equipment to get them breathing again ( as opposed to mouth to mouth resuscitation). Again, this is a fine point and they can be used interchangeably. It is better to have the context of the conversation to give a more accurate definition. A person can be unresponsive in a relationship, meaning they show no feelings of love or caring. You tell someone you love them and they ignore you. Or you yell at your parent and they ignore you.
