「~て頂ければと思います」explained in English (by a non-native speaker).
~て頂く:a respectful form of ~てもらう。 "receive the benefit of troubling you (to do something for me)".
~て頂ければ: conditional form of ~て頂く. "if I could trouble you (to do something for me)".
~て頂ければと: と captures the conditional form as an idea. "what if I could (...)".
~て頂ければと思います: I venture to think what if I could (trouble you to do this for me).
So it is an indirect and respectful expression of asking something of the other person.
For example:
- It'd be great if you could review this proposal of ours.
