Hi! I understand your point of view Andrea, and it's certainly comprehensible that you might be frustrated by not being able to communicate in English the way you wanted to. However, when it comes to methods of teaching, I think you shouldn't generalize them and apply the same concept to all Brazilian English teaching system as a huge failure. And the amount of time you spend to learn any language, it happens differently to every person (of course, your teacher/tutor plays an important role in this case BUT most of the time it also depends on your dedication). The bottom line is: you can ask yourself: "why isn't it working?" Try to find the gaps, search for highly recommended teachers available (they might be here on italki) and last but not least, don't give up. You can get there sooner or later (anyone can).
