Hello Nisan! I think that you should rather say: "I am well articulated in English and Chinese." - "am" is the verb and "well articulated" is the adverb telling you more about the verb. The word "articulate" (without the -ed) would be used as a verb, for example: "I articulate well in English and Chinese." I hope that helps!

I would say, "I'm articulate in both English and Chinese," or, "I'm fluent in both English and Chinese."

Helen has given you good advice here. Of the answers you have received, only Jason's is correct. As Jason and Helen suggest, "I am fluent in both English and Chinese" would be preferable.
