"di'ak maawatan" really... yes, it's indeed an Ilocano dialect to mean "I don't understand." or closely have a literal meaning: "I don't get it." (comprehend).
"haan ko nga matalusan." is the equivalent Ilocano expression.

it's an ilocono phrase spoken by ilocanos (people from ilocos region). In english, I don't understand" or in tagalog "di ko maintindihan" :P
