I’ve never heard of arty. But artsy means someone who is artistically inclined.

In the UK we would definitely say arty. Artsy can sound like a rude word!

From what I understand they are the same thing. Although, people don't usually say "arty" they say "artsy" instead. Artsy can come off as a cuter term as well.
