Burst into tears - yes Break out into tears. - "Break down in tears" sounds more natural to me.

Bursting into tears is the phrase of the immediate reaction to bad news. For example.. He burst into tears because someone died. She broke down in tears means someone finally started to cry after a long struggle.

The first one is normal. The second one doesn't sound right to me.
