what's the meaning of SHOOT? is it used when we answer wrong?

You are correct! But it means two things.
1. Go for it, sure, go ahead.
2. Polite way to say 'shit' when we are disappointed.(like when we answer a question incorrectly)
Can I ask you a question?
Shoot!(yes)
What is the capital of England?
Bristol?
No. it's London.
Oh shoot!(Oh shit!)

no i don't think so.
i think a good response to a question like "Can I ask you a question?" besides "You just did." is "Shoot." ;)
so in response to such question, it means: " sure" , " yes , you can"
